Alright! Here's another Disney Lady.

Jasmine as Wind. I couldn't get the idea of her swirling in a sandstorm out of my head. I guess in actuality its Earth/Wind, but we'll just ignore that. Jasmine seems like a Storm to me, Calm at times but has great potential to be strong and powerful.

EDIT: Made some changes, she looks better now.

Before I read the description, my initial guess that her element was sand, to fit the part that she's in the desert. That's kinda like earth/wind at the same time. Sand can be heavy like the earth, yet free enough to be picked up by the wind.

Yep! Thats what I had in mind! A sandstorm of sorts. Also got inspiration from Barbariccia from Final Fantasy IV! :D
